India’s medical devices industry has grown rapidly in recent years, supported by strong government initiatives aimed at reducing import dependence and expanding domestic manufacturing capabilities. In a written reply to the Lok Sabha on December 5, 2025, Union Minister of State for Chemicals and Fertilizers Smt. Anupriya Patel shared detailed information about the progress made in licensing medical device manufacturing units and the various schemes implemented to strengthen the sector.
The latest data shows that hundreds of new manufacturing sites have been licensed across different states, while major policy schemes—such as the Production Linked Incentive (PLI) scheme and Medical Device Parks—are driving investment, innovation, and global competitiveness.
Rising Medical Device Manufacturing Capacity Across States
State-wise Growth in Manufacturing Units (2021–2025)
Over the last five years, India has seen a significant expansion in medical device manufacturing sites. States like Gujarat (738 units), Maharashtra (721 units), and Haryana (302 units) stand out as major manufacturing hubs. Delhi, Karnataka, and Tamil Nadu also feature prominently.
This growth reflects increasing investor confidence, availability of infrastructure, and government support. These units produce a wide range of devices—from diagnostic equipment and imaging systems to implantable and life-support technologies—helping India reduce its dependence on imported medical equipment.

PLI Scheme Powers High-End Medical Device Production
Five-Year Support for Domestic Manufacturing of Critical Devices
The Production Linked Incentive (PLI) Scheme for medical devices is a key driver of India’s push towards self-reliance. With a total outlay of ₹3,420 crore and an incentive period from FY 2022–23 to FY 2026–27, the scheme helps Indian companies scale up production of high-end devices such as:
- Linear accelerators
- MRI machines
- CT scan systems
- Mammography devices
- C-arm X-ray machines
- MRI coils
- Ultrasound devices
By September 2025, 22 greenfield projects had become operational and 55 products were already under production. Cumulative eligible sales under the scheme touched ₹12,344.37 crore, including impressive export sales worth ₹5,869.36 crore.
This rise in domestic production marks a strategic shift, reducing import dependency and making advanced healthcare technologies more accessible and affordable in India.


Medical Device Parks: Building World-Class Infrastructure
Three Major Parks Under Development to Boost Industrial Growth
To promote efficient and cost-effective manufacturing, the Government has launched the Scheme for Promotion of Medical Devices Parks. Under this initiative, three parks have been approved in:
- Greater Noida, Uttar Pradesh
- Ujjain, Madhya Pradesh
- Kanchipuram, Tamil Nadu
These parks offer common infrastructure facilities that allow manufacturers to reduce costs and benefit from shared resources. With a total project cost of ₹871.11 crore and central assistance of ₹100 crore per park, development work is in its final stages.
As of September 2025:
- 194 medical device manufacturers have been allotted land
- 298.58 acres area has been allocated
- 34 companies have already started constructing their manufacturing facilities
These parks are expected to significantly boost India’s competitiveness in global markets.

Strengthening the Industry Through Skill Development and Innovation
New Scheme Launched to Support Components, Studies, R&D and Promotion
On November 8, 2024, the Government launched the Scheme for Strengthening Medical Device Industry with a financial outlay of ₹500 crore. The scheme aims to support manufacturers in critical areas, including:
- Building common facilities for medical device clusters
- Reducing import dependence through marginal investment support
- Developing skilled manpower for the sector
- Providing financial support for clinical studies
- Promoting emerging medical technologies and innovations
By strengthening both large and small manufacturers, the scheme helps build a robust ecosystem that supports long-term industry growth.

India’s healthcare and medical devices sector is expanding rapidly, making the country Asia’s fourth-largest and one of the top 20 global markets. Valued at US$ 15.35 billion in 2023, the industry is projected to reach US$ 50 billion by 2030. Despite importing 70–80% of its medical devices, this gap presents a vast growth opportunity, driven by rising demand and strong government support. Key initiatives such as the PLI scheme (₹3,420 crore), medical device parks, and 100% FDI under the automatic route are boosting domestic manufacturing. The Union Budget 2025–26 further strengthened the sector with a ₹99,858 crore healthcare allocation.
Exports are also surging, with medical device exports growing 88% to ₹31,120 crore (FY25). India’s diagnostic imaging market alone is projected to grow from ₹17,606 crore in 2025 to ₹25,726 crore by 2030. Regulatory reforms—such as extended export certificate validity and updated GMP norms—are positioning India as a global hub for affordable, high-quality medical technologies.
